Even well-intentioned attempts to use AI for social good can backfire without careful calibration. In healthcare, for example, an algorithm designed to predict which patients would benefit from extra care prioritized patients with higher healthcare spending. Since spending levels are historically lower for Black patients due to systemic under-treatment, the algorithm concluded—incorrectly—that Black patients were less in need of care. In trying to optimize outcomes, it sidelined the very populations it was meant to help.
Regulation and transparency have lagged behind the rapid deployment of these tools. Many algorithms operate as "black boxes," their inner workings protected by trade secrets or buried under layers of technical complexity. This opacity makes it difficult to audit systems for bias or hold their creators accountable. As algorithmic decision-making expands into areas like housing, lending, education, and beyond, the need for explainability and fairness becomes not just a technical concern, but a moral imperative.
